Senate Democrats Call on SEC to Investigate President Trump’s TRUMP Memecoin

U.S. Senators Elizabeth Warren and Richard Blumenthal asked the Securities and Exchange Commission to investigate the TRUMP memecoin for possible fraud.

The two Democrats made the request in an Aug. 3 letter addressed to SEC Chair Paul Atkins.

They cited blockchain analysis showing that nearly one million wallets had lost a combined $3.8 billion after buying the President Donald Trump’s coin.

The senators contrasted those losses with income linked to Trump’s crypto ventures. They argued that the imbalance warranted an examination of possible fraud, market manipulation and conflicts of interest.

Senators Raise TRUMP Memecoin Rug-Pull Concerns

The letter detailed the launch of TRUMP memecoin in January 2025, right before Trump’s inauguration and his posts promoting the crypto token. It claimed that the president benefited from the TRUMP’s memecoin price movements through trading fees and repeatedly urged his supporters to trade the token.

Citing previous analyses from the New York Times, Yahoo Finance, and other publications, the letters also claimed that early buyers, who were likely insiders, made millions while everyday investors lost money.

The senators suggested that the TRUMP memecoin scheme might be a rug pull, noting how the token has lost value despite its early highs. After initially rising to $75, the TRUMP memecoin has now fallen to $1.47, even with less than 30% of its supply in circulation.

Senators Warren and Blumenthal believe that this deserves further investigation by the SEC. They noted that the agency brought an enforcement action against a perpetrator of an alleged rug-pull scheme in 2025.

Despite the letter’s tone, it is unlikely to have any effect beyond exerting slight political pressure on Trump. The SEC has already issued guidance on memecoins in 2025, noting that these tokens are not securities.

CLARITY Act Stalls Over Trump’s Ethics Provisions

The senators’ letter arrived as negotiations over the Digital Asset Market Clarity Act remained stalled.

The Senate Banking Committee advanced H.R. 3633 in May after a bipartisan markup. The legislation would divide oversight of digital assets between the SEC and Commodity Futures Trading Commission.

Ethics provisions covering senior government officials, including the president, has become a central obstacle during Senate negotiations.

A July draft would restrict some crypto transactions involving the president and other senior officials. However, Democrats objected to temporary limits and language placing enforcement primarily with the Justice Department.

They also sought enforcement powers for state attorneys general and stronger requirements covering existing crypto holdings.

Warren said the July 22 language contained loopholes that would not prevent Trump from continuing to benefit from his crypto ventures.

Senate Majority Leader John Thune initially said the chamber would vote on the CLARITY Act before the August recess.

He later acknowledged that the bill probably lacked enough time and votes to pass before lawmakers left Washington. Thune said he still hoped to begin the floor process before the recess.

The shift weakened the draft’s claim that Thune had promised an imminent decisive vote.

The legislation could return during the Senate’s September session. However, election-year scheduling, banking-industry objections and unresolved ethics language could delay further action.

The SEC investigation request added political pressure but did not establish wrongdoing by Trump or his crypto ventures.

Whether the agency takes action will depend on evidence of fraud, manipulation or conduct falling within its legal authority.
