XRP price fell toward $1.28 on Sept. 16 as selling intensified following the failed U.S. Senate vote on the CLARITY Act. The token lost roughly 9%-10% over the latest 24-hour period after trading above $1.42 a day earlier. Volume also increased during the decline, showing heavier market participation as sellers took control.
At the same time, on-chain data showed larger XRP holders had increased their presence before the August rally. ETF flows and Binance liquidity also remained firm despite the latest price weakness.
Millionaire XRP Wallets Jump Before Rally
Santiment data shows the XRP Ledger added 85 addresses holding at least 1 million XRP within one day. That increase lifted the number of millionaire wallets by 4.2% just two days before XRP started a 67% rally between August 17 and August 21.
The timing links the wallet increase with a period of rapid accumulation among larger holders. Million-plus addresses can move more liquidity than smaller accounts and can absorb a larger amount of circulating supply. Santiment’s chart also shows these wallets staying near elevated levels after the August increase, even as XRP price later gave back part of its rally.

That sequence does not prove the wallets caused the rally, but it records accumulation before the sharp price move.
XRP Price Falls as Trading Activity Rises
XRP price now trades near $1.28 after falling more than 11% in 24 hours. The latest market data also shows a market capitalization of about $80.56 billion, while 24-hour trading volume has climbed roughly 42% to $6.49 billion.

That combination shows activity accelerated during the selloff. A rise in volume during a sharp decline does not establish the next direction. However, it shows that more tokens changed hands as the price moved lower.
XRP now trades well below the range it hit during its August surge, drawing more attention to whether buyers return around the current zone.
Exchange Liquidity and ETF Demand Stay in Focus
Separate market data also points to stronger XRP trading liquidity on Binance. CryptoQuant data puts the XRP Binance Liquidity Index at 0.0675, its highest reading in six months. The 30-day liquidity turnover has also climbed to about $4.6 billion after spending July and August in the $2 billion to $3 billion range.
U.S.-listed spot XRP ETFs recorded about $12 million in net inflows on Monday before the latest price decline. The inflows pushed cumulative flows to roughly $1.71 billion, while net assets reached about $1.58 billion.
The sharp drop has changed XRP’s short-term technical position. XRP price now sits near the previously watched $1.26 zone linked to the 100-day exponential moving average. A recovery would first require XRP crypto to regain nearby levels lost during the decline before the price can revisit the August range.
The move also comes after the U.S. Senate failed to advance the CLARITY Act on September 15. The procedural vote fell short of the 60 votes required to move the crypto market structure bill forward, leaving the legislation stalled in the Senate.
