Crypto analyst John Squire spotlighted a new bill in the U.S. Congress that proposes to add XRP to the national balance sheet. This implies the U.S. government would officially hold XRP as a reserve asset to back its financial stability and economy.
It could also help boost the XRP price, which has plummeted more than 9% over the past month.
The New Bill: Hype or Reality?
Taking to the social media platform X, John Squire wrote, BREAKING: A NEW BILL PROPOSES ADDING XRP TO THE US “NATIONAL BALANCE SHEET.” AMERICA ABOUT TO HODL ALONGSIDE XRP.IT’S HAPPENING.
The bill in question refers to H.R. 5166. This is a real appropriations bill introduced in the U.S. House of Representatives for the fiscal year ending September 26, 2026. It focuses on funding for financial services, general government operations, and related agencies, like the U.S. Treasury Department.
A key provision requires the Treasury to submit a report on the “strategic Bitcoin reserve” and broader U.S. digital asset stockpile.
The report is expected to provide a clearer picture of how XRP could be integrated into the American financial system. This step could mark the beginning of the U.S. government’s broader adoption of digital assets.
However, the claim of adding XRP to the “national balance sheet” lacks evidence in the bill’s text. Primarily, the bill focuses on general funding and includes cryptocurrency.

Besides, the bill is still in early stages and under committee review. It is more about planning and reporting than immediate action.
Bill Builds on Real Momentum of U.S Crypto Reserve
Intriguingly, the H.R. 5166 bill builds on real momentum in the crypto ecosystem. There is already a growing interest in crypto reserves from the U.S. government.
In March 2025, President Trump announced plans for a “Crypto Strategic Reserve,” focused on Bitcoin, XRP, Solana (SOL), Ethereum (ETH), and Cardano (ADA). This followed an executive order in January, directing a working group to explore a national digital asset stockpile.
Furthermore, the US Congress introduced a bill on September 8, requesting the US Treasury to explore the Strategic Bitcoin Reserve. These ideas have fueled speculation about a potential launch of an XRP strategic reserve.
However, it is important to note that they are still proposals, not laws. Nevertheless, crypto experts, including Squire, view Trump’s approval as a major step towards further price increases.
XRP Crypto Sees More Institutional Interest
Amid the surging price expectations, XRP has continued to gain rising interest among institutional players.
Back in June, Singapore-based technology firm Trident Digital unveiled plans to raise $500 million. The firm aimed to use this fund to create one of the world’s first large-scale corporate XRP treasuries.
Trident Digital said the XRP coins will serve as long-term reserves. The strategy also involves utilizing staking mechanisms to generate yield and support decentralized financial applications within the Ripple ecosystem.
Another key signal of rising institutional XRP interest is firms filing to launch an XRP exchange-traded fund (ETF).
Asset managers that have submitted documents with the U.S. Securities and Exchange Commission (SEC) include ProShares, Grayscale, and Bitwise. The approval deadline for most of these funds is gradually approaching, scheduled for the second week of October.
Market prediction platform Polymarket recently increased the odds of an XRP ETF approval by the end of the year to 93%.
Meanwhile, XRP has plunged back to $2.9, after soaring to over $3 on Tuesday, September 9. As of this writing, XRP is priced at $2.97, down 1.12% in the past 24 hours and 9.2% over the previous month.
