ClearBank has partnered with Circle Internet Group to expand access to USDC and EURC stablecoins in Europe.
The collaboration integrates ClearBank’s cloud banking platform with Circle’s blockchain network for faster cross-border transactions. Both firms aim to improve payment efficiency and compliance under Europe’s evolving digital asset regulations.
ClearBank Expands Presence in European Stablecoin Market
ClearBank has entered a new strategic collaboration with Circle Internet Group to expand access to stablecoins across Europe. The new partnership positions ClearBank among Europe’s first regulated banks, joining the Circle Payments Network.
According to an official announcement, ClearBank signed a strategic framework agreement with a Circle subsidiary. The deal will initially focus on expanding access to Circle’s MiCA-compliant stablecoins, USD Coin (USDC) and Euro Coin (EURC), through Circle Mint in Europe.
It marks a strategic step in ClearBank’s European expansion plan launched after securing its ECB banking licence in 2024.
ClearBank opened its European headquarters in Amsterdam soon after receiving regulatory approval. The bank has since connected to the Eurosystem’s T2 rail and onboarded several fintech partners.
Now, through Circle’s network, ClearBank will enable clients to access MiCA-compliant stablecoin settlement in multiple currencies.
Mark Fairless, CEO of ClearBank, said the partnership will drive innovation in cross-border payments. He noted that combining ClearBank’s regulated infrastructure with Circle’s blockchain solutions will redefine financial settlements globally. The bank also plans to invest €70 million in Europe and expand its workforce by over 60 employees.
Circle Strengthens MiCA-Compliant Operations in Europe
Circle continues to lead the stablecoin industry under the EU’s Markets in Crypto-Assets (MiCA) regulation.
The company holds an Electronic Money Institution licence issued by France’s financial authority. Its fully backed stablecoins, USDC and EURC, maintain one-to-one parity with their respective fiat currencies.
Both assets are available for instant minting and redemption through Circle Mint France. This ensures full compliance, regulatory oversight, and strong liquidity for institutional users.

The integration with ClearBank will provide fintechs and banks with seamless access to stablecoin liquidity for cross-border payments.
Sanja Kon, VP of Partnerships at Circle, said the collaboration will enhance financial transparency and speed. She added that programmable money enables the emergence of new financial products within regulated frameworks.
Circle’s goal remains to bring blockchain efficiency to traditional financial infrastructure across Europe.
