Pakistan Virtual Assets Regulatory Authority (PVARA) has granted preliminary approval to Binance and HTX. This marks the first step in the path towards obtaining full licensing in the country.
The regulatory authority announced the approval, noting it issued no objection certificates (NOCs) to the two crypto exchanges.
It said:
“Pakistan Virtual Assets Regulatory Authority (PVARA) has issued NOCs to Binance and HTX, launching a phased, FATF-aligned pathway toward full licensing. Strong governance, AML and CFT compliance remain central as Pakistan builds a trusted digital asset ecosystem.”
Binance Secure AML Registration in Pakistan
The preliminary approval for Binance and HTX will allow them to set up local subsidiaries in the South Asia country. There is no timeline for full licensing yet, but the exchanges will have to be fully compliant.
It is the result of months of collaborative efforts and engagement by the Binance team, led by its co-CEO, Richard Teng. So far, Binance has obtained anti-money laundering (AML) registration in the country.
With that license, it can register with the Financial Monitoring Unit and offer AML-registered services. Such include broker-dealer, custody, derivatives and exchange service. It will continue preparing for the full license as a virtual asset service provider.
Meanwhile, Binance co-CEO Richard Teng has described the licensing as evidence of the collaboration between Binance and PVARA. He said:
“We are proud to continue our collaboration with PVARA to build a robust, transparent, and inclusive virtual asset ecosystem.”
As for PVARA Chairman Bilal Bin Saqib, he noted that Binance and Pakistan share a similar vision of building an innovative and transparent future for digital assets. He stated that the licensing is evidence of progress that Binance is making.
Meanwhile, regulatory approval, even partial, for Binance in Pakistan highlights the exchange’s growing presence. It has recently secured a full global license in Abu Dhabi and continues to solidify its position as the biggest exchange.
Binance and Pakistan Sign MOU to Explore Tokenization
Interestingly, the recent approval comes in the wake of Binance signing a memorandum of understanding (MOU) with Pakistan. In the MOU, the exchange and Pakistan will explore collaboration on tokenization of up to $2 billion in financial instruments and real-world assets (RWA) in the country.
The announcement reads:
“Under the proposed arrangement, Binance and/or its affiliates may provide technical expertise, advisory support, training and capacity building to enable Pakistan to assess modern, compliant blockchain infrastructure.”
The MOU shows Pakistan’s broader efforts to integrate crypto and blockchain technology into its financial sector. This is not surprising given the level of adoption in the country. Pakistan is the third-largest market for retail crypto activity.
The country recently established the PVARA and also created the Pakistan Crypto Council. Its crypto service licensing framework is being finalized even as it also eyes piloting a central bank digital asset currency (CBDC).
Binance has been actively involved in Pakistan’s crypto reforms. The exchange co-founder, Changpeng Zhao, is a strategic advisor to the PCC.
