Robinhood stock declined 5.25% on October 22 despite the company’s plans to expand into Dubai. HOOD closed at $96.58 as Robinhood announced its Middle East retail investing strategy.
The company selected the Dubai International Financial Centre (DIFC) as its regional headquarters. It also confirmed plans to introduce cryptocurrency, equity, and other investment services in 2027.
However, regulatory records showed Robinhood obtained its Dubai license months before Thursday’s announcement.

Robinhood Gets Approval for Crypto and Equities in Dubai
Robinhood announced on October 22 that the Dubai Financial Services Authority had authorized its entry into the region’s retail investing market. The company selected the Dubai International Financial Centre as its regional headquarters.
Robinhood will operate within the financial centre’s regulatory framework as it prepares to introduce its services to eligible investors.
The authorization covers access to trading and custody across 10 DFSA-approved asset classes. Robinhood identified equities, crypto assets, exchange-traded funds and investment tokens among the permitted products.
The company has not announced an immediate start for customer trading. Instead, Robinhood plans to introduce its wider product suite in 2027, subject to the conditions that govern the rollout.
Dubai Office Will Oversee Robinhood’s Regional Business
Salah Kaddoura will lead Robinhood’s Middle East and North Africa operations as senior executive officer and president of Robinhood MENA. The company said Kaddoura brings experience in financial technology and regional investments. His responsibilities include overseeing the local team and building out the business from the Dubai office.
Chief Executive Officer Vlad Tenev added,
“The DIFC is one of the world’s most important financial hubs, and our expansion there brings us closer to building a global platform that enables anyone, anywhere, to own the highest quality financial assets.”
Johann Kerbrat, who leads Robinhood Crypto and International, also addressed the region’s retail investor market in the company announcement. DIFC Authority Chief Executive Arif Amiri welcomed the decision to establish a regional base in Dubai.
Robinhood said regulatory developments, customer demand, and other business conditions could affect the timing and scope of its anticipated 2027 launch. Robinhood did not announce customer eligibility requirements for the rollout.
HOOD Stock Price Prediction: Support and Resistance Levels
The early October 22 quote puts the $98 area in focus for the next regular session. HOOD’s October 21 low of $98.88 and October 20 close of $98.21 provide nearby reference levels. A move back above those prices would return shares to the range seen during Wednesday’s session, while the $100 level marks another price point to monitor.
If buying pushes HOOD above $100, the previous close of $101.93 becomes the next reference point. A further advance would bring the October 21 high of $103.15 into view.
On the downside, a sustained HOOD stock move below $98.11 would leave the October 19 session low near $96.47 as a historical reference. The October 20 low of $94.77 sits farther below.
