Stablecoins Bill Turning Into Law

On December 6, 2024, Hong Kong’s government formally introduced the stablecoins bill to the Gazette. The bill must go through three readings before it is signed into law. It includes different examinations, amendments, and debates.

On December 18, 2024, the first reading related to the stablecoins bill in Hong Kong occurred. After the third reading ends, it will be forwarded to the region’s chief executive to convert the bill into a proper law.

Lawmakers will evaluate the bill’s provisions to ensure its alignment with broader economic and financial goals.

Key Provisions of the Stablecoins Bill

This bill will focus on these three primary areas:

1. Licensing for Stablecoin Issuers

The stablecoin bill mandates that every stablecoin issuer obtain a license from the central bank Hong Kong Monetary Authority (HKMA). It will allow only credible entities to operate in the market. Stablecoin issuers need to fulfill these requirements to obtain a license:

  • Reserve mechanism.
  • Sufficient resources.
  • Stable value of tokens.

2. Regulated Offerings and Marketing

This provision will allow regulated entities to offer stablecoins in Hong Kong’s crypto market. Also, they will be allowed to market their stable tokens in the region. This will increase the chances for investors to interact with legitimate businesses.

3. Enhanced Consumer Protections

This bill protects consumers from fraudulent activities related to stablecoins in the crypto market. Stablecoin issuers and distributors must follow strict rules to prioritize consumer safety in Hong Kong. They must provide complete transparency related to their reserve assets backing the stablecoins.

Strengthening Hong Kong’s Position as a Crypto Hub
