Cardano News: New Compliance Draft Targets Stablecoins as Quantum Proposal Advances

Cardano News highlighted proposals for regulated stablecoins and quantum-resistant cryptography in its Nov. 1 development roundup. Developers also reviewed governance metadata compatibility and completed two documentation items.

However, the proposals remain at different stages of technical review. Neither the stablecoin draft nor the quantum proposal represents an activated network-wide upgrade.

Cardano News: Stablecoin Draft Seeks Common Compliance Rules

Cardano’s stablecoin proposal, published as pull request 1266, focuses on assets that use CIP-0113, the network’s programmable-token framework. These tokens can include issuer-defined controls such as identity checks and restrictions on certain transfers.

The new draft calls for consistent compliance requirements across issuers, rather than separate technical arrangements for every stablecoin.

Currently, wallet developers, exchanges, and payment services may need to adjust their integrations to meet each issuer’s requirements. That creates separate work for teams that want to support several regulated tokens.

The proposal seeks a common set of rules developers could use to qualify stablecoins across jurisdictions.

Authors have sought feedback from stablecoin issuers on regulatory requirements and from infrastructure providers on whether a common standard would work.

Cardano announced CIP-0113’s mainnet implementation in October. The Cardano news restrictions apply to participating tokens, not ADA holdings. The Cardano Foundation also joined a Swiss tokenization group that recognized a CIP-0113 implementation for tokenized shares.

Cardano Quantum Proposal Adds Two Verification Methods

Quantova Inc. submitted CIP-0206 to add ML-DSA and SLH-DSA verification functions to Plutus. The U.S. National Institute of Standards and Technology standardized the algorithms under FIPS 204 and FIPS 205. ML-DSA uses lattice-based methods, while SLH-DSA relies on hash-based cryptography.

Under the Cardano news, developers could use Plutus contracts to check signatures created through either method. Quantova included reference code, encoding details, and test cases. Tests cover valid signatures, altered messages and mismatched signing methods.

The proposal remains at the review stage as of November 1. Cardano would need a network hard fork before developers could use new verification functions in the consensus-critical Plutus evaluator. CIP-0206 does not replace existing wallet signatures or introduce a network-wide quantum security upgrade.

The proposal concentrates on signature checks within smart contracts. Any move to quantum-resistant account keys or transaction signatures would require separate technical plans and network decisions. Cardano developers have not announced an activation date for the proposed Plutus functions.

Cardano Governance Metadata Signing

Cardano contributors are also examining an issue involving signature records for governance metadata. Reviewers questioned the removal of CIP-0008 from the signing methods listed in the CIP-0169 metadata schema. The discussion centers on whether that change could affect compatibility with existing hardware-wallet signing methods.

Contributors are considering whether to restore the earlier entry and clarify how related governance specifications work together. Their review covers CIP-0100 and CIP-0108, which address different parts of the system. The participants have not announced a final decision or a new rule for wallet providers.

The November 1 roundup also listed CIP-0204 and CPS-0037 as completed documentation items. CIP-0204 describes a way for ADA holders to record their views on governance actions through signed transaction metadata. Holders could register Yes, No or Abstain responses using their stake keys.

Those responses would create public records of holder preferences. They would not replace formal voting by delegated representatives, stake pool operators or the Constitutional Committee.

At the time of writing, Cardano (ADA) price was trading at $0.1932, up 0.37% over the past 24 hours.
