Russia Moves on Crypto as Exchanges Plan Trading, Putin Eyes BTC

Russia is shifting its approach to digital assets. State-linked exchanges are preparing for cryptocurrency trading. New disclosures reveal discussions tied to energy and Bitcoin mining.

President Vladimir Putin made recent comments on crypto. Moscow’s largest exchanges sent clear regulatory signals. Crypto policy, energy strategy, and geopolitics are now connected.

Russia Signals Crypto Strategy Amid Regulatory Planning

The Moscow Exchange (MOEX) confirmed preparations for crypto trading. The Saint Petersburg Exchange (SPB) also prepared for the move. Both will launch once a domestic legal framework is approved.

Both exchanges stated that they plan to rely on existing market infrastructure to support regulated digital asset trading. The proposed framework would allow crypto to be treated similarly to traditional financial instruments such as equities and bonds.

Retail investors would face annual trading limits, while professional investors would be allowed access. Privacy-focused cryptos would be excluded under the rules being discussed, reflecting authorities’ concerns over compliance.

The move would mark the first legal crypto trading for Russian investors. Domestic stock exchanges would enable it for the first time.

President Vladimir Putin References Crypto Mining Interest

President Vladimir Putin met major business figures on December 24. He said the United States and Russia held talks. They discussed potential management arrangements. The focus was on the Zaporizhzhia Nuclear Power Plant.

According to Russian media reports, Putin stated that Washington showed interest in using the plant’s electricity for cryptocurrency mining. The Zaporizhzhia facility, Europe’s largest nuclear power plant, supplied about 20% of Ukraine’s electricity before the conflict.

Russian forces took control of the site in March 2022. All six reactors remain in cold shutdown. The plant relies on external power and diesel generators to keep safety systems running.

Putin also said discussions included proposals to supply electricity to Ukraine, alongside the idea of allocating power for crypto mining operations. Ukraine has not been part of these negotiations, according to statements cited by Russian and Ukrainian officials.

Competing Proposals Over ZNPP Management and Power Use

Ukrainian President Volodymyr Zelensky said the United States proposed a three-party model. Washington would play the leading role in managing the plant.

Ukraine, however, has pushed for a two-party arrangement with the United States, excluding Russia from operational control.

Under proposals discussed during peace talks, the front line in Zaporizhzhia could be frozen if an agreement is reached. Such a scenario would leave the plant under Russian military presence while introducing an international management structure.

The International Atomic Energy Agency has warned that the plant currently violates key nuclear safety standards.

Despite discussions around future power use, experts note that the facility cannot safely resume operations under current conditions. The reactors remain shut down, and damage to surrounding infrastructure limits any near-term restart.

Any use of the plant’s electricity, including for industrial or digital purposes, would require technical and political changes.

Crypto Policy Aligns With Economic Controls

The reported interest in Bitcoin mining aligns with Russia’s crypto policy shift. Authorities have outlined plans to launch a tightly regulated digital asset system by mid-2026.

Institutional investors would gain broader access, while retail users would face caps and testing requirements.

By 2027, Russian officials have indicated that crypto activity outside the approved framework would be treated similarly to illegal banking operations. The parallel developments involving stock exchanges, energy assets, and Bitcoin discussions point to a coordinated strategy.
