Clarity Act: Trump Backs Hyperliquid US Entry, HYPE Jumps 25%

Speaking at the White House summit, US President Donald Trump stressed the need for Congress to pass the Clarity Act.

Trump also said that the US would consider having a ‘sizeable’ amount of Bitcoin. That’s one of the major steps toward his goal of making America the crypto capital of the world.

Furthermore, he also requested that the Hyperliquid DEX come to the US. This triggered a 25% HYPE price upside.

Clarity Act Update: Trump Urges Congress to Fast-track Process

US President Donald Trump concluded the White House summit on August 19. US SEC Chairman Paul Atkins and other dignitaries from the crypto industry were present there.

The names included Coinbase CEO Brian Armstrong, Ripple CEO Brad Garlinghouse, Gemini’s Winklevoss twins, and others.

Donald Trump called on Congress to pass what he described as a fair version of the CLARITY bill. It would establish a broader regulatory framework for digital assets. However, the legislation has faced delays over issues including tokenized equities, stablecoin rewards, and ethics concerns.

Previously, after Senator Lindsay Graham’s death, Trump urged lawmakers to advance the bill. Coinbase CEO Brian Armstrong said the CLARITY Act bill could secure more than 60 Senate votes. He argued that it could provide a durable framework for US crypto policy for decades.

The Senate is currently out of session, delaying further action on the legislation. All eyes are on the September 15 voting deadline. White House crypto adviser Patrick Witt said he is “truly optimistic and bullish” about the CLARITY Act’s chances of passing.

SEC Chair Supports Passing the CLARITY Act

While speaking at the White House summit, SEC Chair Paul Atkins also supported the passing of the CLARITY Act. During his address to the media, Atkins noted:

“The most important priority is for Congress to send the CLARITY Act to your desk for your signature. And the SEC is doing everything we can to support that work.”

Earlier this week, the Securities and Exchange Commission (SEC) proposed new rules, dubbed “Regulation Crypto Assets.” The framework establishes a clear and fit-for-purpose framework for certain investment contracts involving crypto assets.

The proposal builds on the Commission’s March 2026 interpretation. It noted that the federal securities laws apply to certain crypto assets and related transactions. Arkins said:

“In line with the Commission’s earlier interpretative guidance, this proposal would also allow for a safe harbor once an issuer has completed or permanently ceased all essential managerial efforts that it represented or promised it would take under an investment contract.”

Trump Plans to Bring Hyperliquid to the US

HYPE, the native cryptocurrency of the decentralized exchange (DEX) Hyperliquid, has seen a strong 25% upside in the last 24 hours.

This comes as the US President declared that the Hyperliquid exchange would resume its operations in the US. Currently, due to regulatory restrictions and lack of clarity, the DEX operates outside the US jurisdiction.

However, Trump said that the CFTC chairman, Michael Selig, is leading the effort to bring Hyperliquid to the US. “I understand that Mike (Selig) is also working to bring Hyperliquid into the United States in a fully compliant and legal fashion,” Trump said.

Responding to it, the CFTC chairman said that he would provide further details on the crypto regulatory path on August 20.

The timing coincides with the CFTC’s first-ever Innovation Advisory Committee meeting in Washington. The agenda includes discussions on crypto assets, artificial intelligence, and prediction markets.

On the daily chart, the HYPE price is trading up 26% to $74, as per data from CoinGecko. Once again, the HYPE price is challenging a breakout from its all-time high of $75. If successful, it will put Hyperliquid in a new price discovery phase.

HYPE Price Jumps 25%

Analyst Crypto Patel believes that Hyperliquid’s HYPE token may be repeating a previous price structure. According to the analyst, the previous setup involved a 0.618 Fibonacci level, a bullish order block, and a fair value gap.

It was followed by a move from $59 to $77 and then a new ATH. The current setup began with a 33% decline, followed by a recovery toward $70–$74 and a subsequent retracement.

Crypto Patel identified the $70–$74 range as a potential reversal zone. However, he said that the chances of a reversal will be invalidated if HYPE closes above $77 on the weekly HTF.

The analyst identified $41–$32 as the accumulation zone based on the 0.5–0.618 Fibonacci range and set a long-term target of $150.
